Separated by periods an IP address or an Internet address is stored as a unique group of four numbers. For example, the IP address of Yahoo is 209.131.36.158. If in any case instead of using Yahoo url in the web browser, you can use the IP address. The result will be the same. In both case you will be brought to the Yahoo page.

When you are trying to type a domain name into your browser, your computer tries to obtain the IP address from the DNS caching server of the Internet. If the IP address is available then you will be sent to the right website, but if it is not available then opening a website may take time because a request will be sent to another name server.
